Okay, the JTS3ServerMod is running good.
But I don't know how I should help you with the connection refused problem seen on the screenshot http://prntscr.com/c3sg3p
You have to put the contents of the webinterface directory (it's included in the JTS3ServerMod Hosting Edition distribution) somewhere, where your web server can reach it. This is not a problem of the web interface, only a problem of a wrong configured web server.
Notice: The query interface is NOT the web interface. It is just an interface for the web interface, to communicate with the JTS3ServerMod! Please read the readme_webinterface.txt file.
You must put your Webinterface files in a folder from /var/www/html/ or /var/www/ (if default config*)and you connect with your Webbrowser to to the folder for example if you named this folder webinterface you can use 176.31.130.217/webinterface then you can install it
*the folder changes in the different versions
Thanx it's now working ;D ;D
